Session Description: This will be a panel discussion, led by a moderator, with three speakers, and two to three respondents (tbc), who will challenge the speakers and initiate the interactive part of the exchange.
Based on examples from remote, fragile and conflict-affected (FCA) areas in the above countries, this session moderated by IDLO will put the spotlight on CJF. These forums offer a practical solution to build trust and structure communication between security and justice institutions and the populations they serve. The session will explore a series of concrete examples, where dynamics started at the CJF resulted in effective action to reduce excesses in preventive detention. In many FCA settings, abuses of police custody and preventive detention constitute a serious problem, affecting the human rights of those affected and constituting a major source of distrust of state authority. In Somalia, the practice has emerged to direct cases involving youth directed away from the criminal justice system and towards traditional authorities (Somalia), whilst in Niger community leaders are now actively involved in social reintegration of detainees to avoid recidivism. Speakers from Burkina Faso and Senegal will also reflect on the points raised, put emphasis on the situation of women in contact with the law, and share further experiences with CFJ and alternatives to incarceration in their countries.
